Tab S6 Lite is a good choice. GoodNotes (IMO best iPad note taking app) is coming to Android, so you have some apps, and it plays much better with non-Apple devices. S-pen is good and rubbery, so it is somewhat similar to a paper (though IMO iPad is still better). Also, it runs Android, which offers you more freedom if you know how to use it.
For annotating PDF simply and easily Xodo is great. Other options that I go back to sometimes include inkcredible pro, onenote, squid, and noteshelf. Try them out and see what you like. Between the Lenovo and the Samsung, the price bump is definitely worth it. Samsung has much better long-term support for their tablets, and DEX ads a lot more versatility to it. I would even argue that the S6 Lite would be more versatile than the iPad because of DEX. So given the cost of accessories for the iPad, I'd say the Samsung is the best
For note taking the Apple Pencil beats the S6 Lite stylus by a mile. Get the 128GB model if you can, you can find it for under $400 on sale this month (Black Friday/Cyber Monday, etc). The tab s6 lite doesnt have that, also given the weaker cpu you will have much more latency when writing, programs wont open fast and so on. If that doesnt bother you there might be a problem with the s pen that comes with both the devices. The s pen is small, thin and too light.
As for the app expanding, as a user of it on iPad, I don't actually think it's that great there either. It's a fairly basic note taking app. I don't see what the big draw of it is, or why it's needed on Windows or Android. PXGMA.
